If you read our earlier article “Do I need an operator’s Licence?” then you will know that there are 3 different types of licences available.

Restricted (Carriage of own goods not for hire and reward)

National (Carriage of goods for hire and reward)

International (Carriage of goods for hire and rewards to and from an international location)

 Of course, before you apply you need to be sure of the licence that your business needs (send us a quick question if you need help with this). To apply for an Operators Licence you must complete a GV79 application form either online or by post.

To successfully complete your application, you must be able to demonstrate you meet the following criteria set out by The Office of The Traffic Commissioner.

(Please be advised if you fail to complete the application in full with supporting evidence the application will be sent back without exception.)

Ensure the licence type is correct for your business.

You must have a dedicated Operating Centre to park your vehicle(s) overnight. If not owned an agreement must be in place with the landlord detailing the intended use.

If you are applying for multiple Operating Centres a separate application must be made for the different Traffic Areas. (you can find the list here)

You must advertise in a local newspaper using the following template GV79A. A copy of the advertisement must accompany the application and be dated no less than 21 days before or after the date of application.

If applying for a Standard or International licence you need to designate a certificated CPC qualified Transport Manager (we can help with this with our external transport manager services)

You must provide financial information, generally 3 months of Bank Statements or a facility to prove you have access to the money. This amount varies from year to year, but the following link is for 2020.

You must ensure you have a maintenance contract in place detailing who will be doing the periodic inspections. This can be in-house or with a contracted maintenance supplier. The default inspection period is 6 weeks but under certain circumstance, this can be increased to a maximum of 12 weeks. There is a template in the application pack GV79 annex D

As part of the process, you have to advertise your operating centre and the licence you are applying for in a local newspaper. The advert must appear at least once in the period 21 days before to 21 days after you make your application. You will need to evidence this, so you will have to get a copy of the newspaper with the advert included and send it to the traffic commissioner. This period of time gives the local community time to object. If your centre interferes with local amenities or has damaging effects then councils or planning authorities may object to your application. Your operating centre has to be big enough with safe access and off-street parking for all your vehicles, and of course, it needs to be in an environmentally acceptable location.

The application process will take between 9 and 12 weeks without exception. The Traffic Commissioner has the final decision and there is no shortcut to this process.

If you have completed your application but you need a licence urgently you can apply for an interim licence to get you out of trouble, if this is granted it doesn’t automatically mean you will get your full licence. The interim licence will be granted once the Office of the Traffic Commissioner (OTC) is satisfied they have received all the information required on the application.

Cost of applying

There are three different fees that you need to pay in order to get your operator’s licence. All of the fees below are correct at the time of writing (March 2020)
